VA to codeshare with AC

Yes those non-Velocity partners have always been there as long as I've been flying and flicking through the magazine (not sure why but I always enjoy a good network map!)

Of course the VA website is hopeless but if you look at Kayak or Google Flights, you'll see single tickets with a VA flight connecting to a NH or CZ flight, as an example.
 
Not sure if this is new or old but Air Canada appears on the VA website under partners: https://www.virginaustralia.com/au/en/experience/airline-partners/air-canada/#frequent-flyer

Looks like you earn points (no status credits though) on any AC flight with a VA light number between LAX and Calgary, Toronto and Montreal. Maple Leaf lounge access only for J class pax.

Says these benefits kick in from June 1 2017.

That lines up with what they said (albiet late) in the press release. The next stage should bring about full reciprocal benefits (lounge etc) and SC earn.
