I cannot easily find a post on AFF about this.

How long before departure from another State should you apply for the Victorian Travel Permit?

 
We just put in our home address and that was fine.Though it also rejected my phone number at first.just pressed the submit tab again and no problems.

We didn’t do one for a recent trip to HBA that had a 1hr transit in MEL. No one checked.

Thursday night heading to MEL I did one in the ADL VA lounge just prior to boarding and it was approved instantly. Again no one checked on arrival in MEL.

Monday night we returned to ADL and filled one out before departing MEL and again approved instantly but no checked in ADL.
For about the last week or so when arriving back in ADL I’ve only had to scan a QR code once exiting the gate

Based on my recent experience by surface not air, no one is checking Victorians as to whether or not they've filled out a SAPOL entry permit application, or anyone entering into Vic as to the completion of a Victorian entry permit.

A waste of 20 minutes to fill both out, given that unless one travels in a private vehicle, all authorities need to do is eyeball the booking diagrams/manifests from airlines/rail operators/coach operators.

No one checked SA stuff on arrival at ADL yesterday, nor on my transit through MEL yesterday, but on arrival at MEL this morning, another transit, full team of Victorian Permit and ID checkers at exit of plane.
 
This thread alerted me that I needed to apply for this permit for my trip to Mel in 5 days...took 5 minutes with instant approval.
