For seat release requests, it's there so that your QFF number stays in the PNR, as you need at least one confirmed segment for the QFF number to stick.

LOL, as I reported in the seat release wiki, my QFF number was the one thing that didn't stick!

Anyway, for whatever reason, I've had these appear in my bookings quite often over many years.
