What’s happened to “who”?

What’s happened to “who”? For example, this extract from the AFF article on fuel surcharges:
“Many Qantas Frequent Flyer members that have been earning points in the interim period to use towards an international trip may be in for a shock.”

People are “who”, dogs and cats are “that”. Even ABC presenters are using the wrong word.
I am extremely irked by the use of incorrect grammar and word usage. I just have to say it somewhere!

That's tax payer's money that should have enabled the ABC as a free to air channel to show women's sport, not Fox, a pay channel.

For me the grammatical "race to the bottom" became inevitable the day the Macquarie Dictionary broadened the definition of "misogymy" to accommodate ex PM Julia Gillard's misuse of the word. That would be the same legally qualified Julia Gillard who cluelessly pronounced "hyperbole" in an interview as "hyperbowl".

Watching womens sport on the ABC...
love it. Netball is excellent and so is the World champion Australian womens’ cricket team.

Anything, actually, than the boring boofheads who are paid millions of dollars to play with a small pigskin ball and thump each other to the entertainment of the colosseum crowd.
