I am traveling Cairns to Frankfurt on Singapore Airlines Business class. I am Velocity Platinum. Will I have access to the Singapore First Lounge ?

No. Only those who are SQ Solitaire PPS members (and their spouses) or those who travelling in First on a Star Alliance carrier have access to the First Lounge. Your business class boarding pass grants you access to the Silver Kris Lounge.

Your J Class ticket is the winner here, VA Plat would only get you into the Gold lounge which is a step down (in theory, the new lounge upgrades might make them more on par).
