Which country has cheapest scotch in the world?

I'll throw the Glenmorangie Signet into consideration as well. Can be had for under $300 at some places.
I recently saw some limited edition signet on a youtube
It was abit more expensive but i dont know if the contents are different
 
Cheapest local would have to Japan, the drug stores sell Nikka Black clear in a 4l bottle for $30. Cheapest scotch would be China where a blended variety bottled in Scotland sells for $10 a litre in Walmart. Langkawi was also cheap but have not been for awhile, while Malaysia has a lot of local stuff that’s cheap but of doubtful quality/ingrediants.

All prices literally the same as dan murphys in aus. There was also only locally available scotches, even from distilleries and prices were £30+
Easy! Myanmar - Grand Royal is less than $2 for a 700ml bottle. Their special reserve (award winning) is more premium at $8 and compares favourably to say Chivas
