It is tiresome that after all the fanfare about Australia’s world-leading design of an International Covid Vaccination Certificate (ICVC), complete with a QR code based on ICAO VDS, the document isn’t recognised as valid in more countries for the moment.
It’s reasonable to think DFAT will deliver on Norwegian recognition of the ICVC before you go, but for earlier travel to Norway I agree you could come at the problem indirectly by trying to obtain the EU Digital Covid Certificate (DCC). I can’t vouch for the validity of the advice but this link has suggestions about how to do it as an Australian not resident in the EU or EEA:

On your other point about Norwegian and EU recognition of Australian AZ, are you certain there’s a problem? The Norwegian list of recognised vaccines includes ‘AstraZeneca (Vaxzevria)’ which is exactly what appears on the Australian ICVC; and the EMA list of authorised vaccines includes AZ/Vaxzevria. My understanding is that the Australian-produced AZ brand name was changed to Vaxzevria specifically to enable international recognition of the same formula manufactured under several names in different countries (source:
