Gift card not activated - financial issuer being dishonest

Question (from my friend who’s across this financial type of stuff)... what is the payment network? is it a visa/mastercard for example? (first 6 digits will tell that). And who is the issuer? If it is a visa or mastercard it would explain why the card could be used outside the closed network. And it may be that visa/mastercard rules would overrule any specific gift card terms and conditions.

it is a savings/cheque type network .Eftpos only. no visa or MC.

I have had a similar issue with GIVV network, but not from Melb Central. I purchased cards and used them outside the location I purchased them from. When I next tried to purchase cards from the same location the transaction was declined. I contacted GIVV and was told that it was because I had breached T&C with use of previous cards purchased. Happily for me they did not charge me.
 
If Melbourne Central wants them used at Melbourne Central, then perhaps create their own version which can only be used at Melbourne Central.

Updated enquiry to this - is there a way of finding out which bank the merchant uses?
 
Have been informed that Indue are the issuers.
Has anyone had any good or bad experiences with them? Or with FOS/ACFA?
