Another possibility that is worth looking at is, somewhat surprisingly, Western Union. Fairly recently they upgraded their service to offer transfers to o/s bank accounts (almost everywhere including China) and to allow transfers in via Payid or Polipay. I gave them a try mostly out of curiosity...

On arrival at MEL I never have my BP scanned in recent times...they want to sight it of course but no scanning. I am almost always coming back from o/s and have a hard-copy BP.

No they don't: the main benefit of being in J is that you get off the plane before most others and get to immigration first, before the masses arrive.

It is very likely just resurfacing...I recall this happening a few times over the last 20+ years. The problem is that it can take a while to completely clear the area of parked vehicles which extends the time required.
