First C1 card? If your OTP works then it should be ok but I definitely had issues adding the card to Google pay as they check IP or geolocation of the device.

It's fairly random. I found smaller restaurants are less likely to code as dining.

Has anyone had issues with Citibank's OTP? I've been trying to receive a SMS but it hasn't worked via the App. It seems to work via the website but when I attempt to request it via the app for biometric login it doesn't work.

No one is really suggesting that things should be done a specific way. More of a recommendation for those less risk adverse. It seems reasonable to act like a US resident to a bank for your first card. You can obviously afterwards move overseas or go travel afterwards but you will appear less...

If you're getting pre-approved and you're happy with the card then I don't see why you wouldn't go for it. I know that you can still be denied but doesn't hurt. FWIW, I was pre-approved and got approved when I applied.
