Are you booked in economy or PE? I'd assume PE seats would only be available to people booked on PE fare (assuming they are selling that on a domestic route?), otherwise only accessible via the usual upgrade process.
It may be worth contacting the reward ticketing escalation email specifically, given it was a reward booking. They seem to be getting better recently at getting things fixed fast.

I made a CR booking with AY and CI flights on the itinerary recently. I was able to select seats for the CI flights through the QF manage booking page in the Qantas seat selection interface.
In Jun/Jul agree this is probably best way to go, assuming no Oneworld options available to get to or from YVR. Try doing a search starting/ending the reward booking in Asia. Finnair seems to have pretty good CR availability in and out of Asia in Jun/Jul next year at the moment.

If the decision to cancel rather than change has not been properly communicated by CI to QF, it will probably take a call to QF (and hopefully not too much more effort) to get a refund processed.
