Interesting! I seem to have noticed the opposite; 1. VA are getting better at blocking off row 3 to WP +/- SG 2. No crew bags seen above the lockers in row 3 for the past 15 or so flights!

The word 'Priority' will be written on the paper bag tag. You can self check in at the bag-drop counters where sometimes they have the orange 'priority' tags on the counter, just pick one up and attach it to your tag.
