drivatruck, one of the great features of this site is how passengers like you give us on-the-spot or later reports of experiences.
In these circumstances, if you can't find something such as a recline control, I'd generally risk embarrassment and ask a cabin crew member. They've usually had the same question before so they won't laugh at you. They understand that many of us travel on different airlines, and sometimes with significant gaps in between international flights on any carrier, so we either don't know or forget the nuances.
Danoleary55 has posted a photo of the seat control showing what I consider to be the lack of a separate control for moving the seat back separately to the rest of the seat.

Not a fan of PR have flown with them once before and MNL airport didn't cross any boxes either but if these J flights popped up again I'd have to think about it, yes I've seen the pristine beaches and we wre lucky enough to spend a few days on my friends private island off Davao.
I'd certainly shell out $2600 return (A$1200 return to HKG in J was a huge bargain) and overall regard the PR experience MEL - MNL or SYD - MNL as better than Qantas (and Cebu Pacific, but the latter is all economy class on its A333s so it's not an apples v apples comparison.)
Will consider using them again despite lack of FF programs to credit to.
