Cheapest for that amount of SC would probably be a flight from MEL-SYD in Jetstar's starclass (cheaper than QF busines), which will give him 40SC, and just a QF SYD-MEL in economy for the way back.
But this would probably be the best/cheapest option though.

However for roughly the same price they could purchase QC membership and gain club entry, much better than PS.

Look on Mondays, one of the International planes re-positions. The domestic planes don't have it.

Gilby is most probably spot on with flying

There is a promo fare on offer for $329 on 4/12, 7/12, 16/12

Better get in and grab it.

And as far as joining Qc that may not be what the the OP is looking for especially when silver only gives a 1 time pass. but many other benefits.

Yes the same as QF business so get 10 on a red-e-deal home for $98 + but have not checked if that fare is available on that day. No QF specials likely before 31/1

Sydney JQ 3

I haven't taken JQ3 MEL-SYD (although I've taken JQ3 SYD-HNL quite a few times), but you should check whether JQ3 comes into the international terminal in Sydney, because that's where that plane departs from a few hours later.

If it does come into international, your cousin will need to arrange to transfer to the domestic terminal for the return flight on QF. There's a train, and the Qantas transfer bus should also work - someone who's more knowledgeable about SYD should be able to provide details.

There is both a train and the free tranfer bus... You may have problems if the QF flights are not booked on the same ticket as the JQ ones, but in that case there are trains which cost $5 and run fairly frequently.

If possible confirm with QF (or JQ) at MEL to find out if your entitled to use the transfer bus in SYD, if the lines at the transfer desk are short you may also be able to check at the desk, but if they are long I'd suggest heading down stairs and catching the train, as you don't want to stand around and then find out you can't use the bus anyway...

Careful as this would be a T1-T3 transfer in SYD and a 1 hour connection may not be enough.
