Looking at redeeming 2 seats most probably via AA or Alaskan award on CX from PER-HKG-LHR.
From my calculations it requires less miles to go via Alaskan than AA. AA also gives the option of using QR to route via DOH.

Alaskan CX 30K + 42.5K one way / AA 85K one way

Ive looked at SQ, availability is wide open but taxes are crazy. almost $1k per person.

Looked at UnitedMileage but out of PER, TG has long connections.

Anyone have any alternatives with low taxes?

Thanks

Have you tried Avianca LifeMiles? Maybe even look at some specific threads and post questions there.

I'm assuming you have both Alaskan and AA miles to spend? Or are you thinking of buying the miles for this trip?

For Alaskan vs AA redemption, besides number of miles, you may need to consider that the 2 airlines may 'see' different amounts of CX inventory. Therefore a CX award seat on a given day may be available via AA, but not Alaskan and VV.

Would a stop-over in HKG on the way be attractive? I think Alaskan allows you a stopover without charge (check this though).
