I would venture that a VERY high percentage of "free" transfers would be between "close" family members.
Non free transfers apparently are frowned on under all FF program rules.

Don't get me wrong, I've certainly used QF transfers for relationships that qualify. Up until now I've been crediting my wife's and kids' OneWorld travel to QF because it's easier and cheaper to get some value out by then consolidating into mine. But given the comparative higher value of AA miles, this new rule may alter the calculus such that it's worth the transfer cost to acquire more AA miles.
