However, the point I was trying to make is that we shouldn't expect the ban on excessive surcharging to have a direct impact on AMEX surcharges. AMEX may well lower their merchant fees for competitive reasons, given VISA/MC merchant fees should've fallen in the wake of interchange regulation, and merchants may lower their surcharges as a result. My read, partly based on comments upthread from AFF members who have merchant relationships with AMEX, is that AMEX is indeed lowering their merchant fees for at least some businesses in order to stay competitive in the changed CC landscape.

Most merchants wouldn't know the difference.

Has anyone made a postbillpay recently? I am getting charged 1% for PayPal now.. just wondering if it is because of this council or if it applies to all PayPal payments from now on.

Paid council rates on 30 Aug, no surcharge. Would be a shame if they start surcharging.
 
my last council rates was paid on 28/08, no surcharge then.
haven't used since.

I just paid another council 2296 and was surcharged 1% too for PayPal.. so 0589 and 2296.

edit: 0589 was 1% and 2296 was 0.8% for PayPal

do they inform you before you click confirm? or add it on after payment is made.
Brings you to another page that confirms the surcharge amount and new payment amount. You have to hit confirm then to make the payment.

Ok. At least they inform you prior to payment. My council rates via paypal no surcharge (via postbillpay). Via Auspost instore no surcharge either. Only via council website/phone there is a 0.6% surcharge.

Rang a supplier to pay an account by credit card and was told 2.2% surcharge for Visa/Mastercard, Amex not accepted. Got on my high horse and pointed out that ACCC regs said it shouldn't be more than 1.5% max. They waived surcharge and soon after sent me an e-receipt....... from Square.com. Ooops! :shock:

I had to eat humble pie and ring them back and apologise as I hadn't realised they were processing through Square (who charge 1.9% tap, 2.2% key in).
OTOH, I mentioned that if they were using Square, they could accept Amex at the same surcharges, which they didn't realise.

I offered to pay the surcharge, but they said no, but thanks for apologising.

Not specifically Amex, in fact they don't accept Amex, but just received this in the monthly newsletter from my gym. So they're basically telling me now how much they've been profiteering off me up until now.

Credit Card Surcharge Changes
The ACCC has changed regulations regarding credit surcharges which means that businesses may only pass on a fee equal to that charged to them by the bank.
This means that our 1.5% credit card surge will reduce to 0.7% for all members who pay their memberships via a credit card. Those who pay via a nominated bank account do not get a surcharge.
