AmEx requiring certified copies of driver's licence or passport of supplementary card members now?

Nothing has changed.

There have always been periodic requests for verified ID.
For my employer's Corporate Amex (Green) card application., its a documented part of the process and required by all applications for the card. Not random or periodic. But that is different to the OP's need for verification for a supplementary card.

In some instances, yes, but it's mostly irrational paranoia, for eg, he didn't collect the Vic gov $250 for energy comparisons on either of his two properties because he didn't want to give them his details. Interestingly for this card, I ended up getting the supp in the name of my mother instead, who died in 2020, without any request for DL etc from Amex.
