Why? You play be the rules they set, and know what to expect and they fulfil a need. I mean with regards to this story, it's not exactly new that people are forced to pay for luggage that doesn't fit within the parameters they set. I presume they were given boarding passes despite having not paid for luggage and then just walked away from the bag drop.
