You do need to ask. I have heard from several people who insist they often receive them after asking.I don't think there's pro-rated refunds of annual fees anymore (if ever it's been offered - certainly not in my 6 years of doing the CC churning game) - otherwise they'd be giving 95% of cardholders refunds after they cancel once points have been issued.
I closed my ANZ Qantas Platinum card in Jan after my sign-up bonus points were awarded and haven't received a refund of my annual fee, nor would I expect one.
