I applied on the 23rd and it was. Approved on the 24th after uploading documents.

Edit: Scratch that. Just logged in and it's no longer there.

That's a possibility.

The thing is there's no apply button. You click on a learn more button and it takes you to the general offer everyone gets. So I assume there's some acknowledgement somewhere along the way that you're an existing customer and get the extra points.
 
The offer is showing up in the ANZ app but not via internet banking.
Just applied and screenshotted everything just in case.

I had no account with ANZ, I just opened a Progress Saver and was then able to see the offer.

Thanks to your info I found it on the app. I too just quickly applied for a Progress Saver account and then did the CC application.
Also, the eventual link the app took me to is: link ANZ Frequent Flyer Platnium

I then copied and pasted this into a a desktop browser and applied that way (to make it a little easier). It still correctly listed the offer (110,000QFF for $295 annual - $200 back).
