In the discussion afterwards it was said short term visitors did not need a vaccination pass. I presume that was the app.
Also currently Changi is at 18.2% of pre covid levels and they are hoping it will be 50% by the end of the year. Plus all transit areas no longer segregated and progressive opening of retail and F&B outlets.
 

IMPORTANT NOTICE

Singapore Reopens Borders to All Vaccinated Travellers from 1 April 2022

  1. From 31 March 2022, 2359 hours (Singapore time), Singapore will transition to a new Vaccinated Travel Framework and reopen its borders to all fully vaccinated travellers.

  2. The following parameters will apply to travellers entering Singapore under the new Vaccinated Travel Framework:

    a. Entry Approval – Short-term visitors and Work Permit holders will no longer need to apply for a Vaccinated Travel Pass (VTP). You are not required to present your VTP at boarding and arrival immigration.

    b. Travel History – Travellers who have spent the last seven days in countries/regions classified under the Singapore Ministry of Health’s (MOH) General Travel Category can enter quarantine free, without having to serve Stay-Home Notice.

    c. Designated Flights – Travellers may enter Singapore on any flight.

    d. Vaccination – Travellers must be fully vaccinated . All vaccination certificates, regardless of country of issuance and whether digitally verifiable or not, will be accepted as proof of vaccination. Children aged 12 years and below are exempted from the vaccination requirement.

    e. Testing – Travellers will no longer be required to undergo an unsupervised self-administered Antigen Rapid Test (ART) within 24 hours of arrival in Singapore. However, they must still take a pre-departure test within two days before departing for Singapore and obtain a negative test result. The pre-departure test can be a Polymerase Chain Reaction test, a professional-administered Antigen Rapid Test (ART), or a self-administered ART that is remotely supervised by an ART provider in Singapore that provide such services.

    f. Singapore Arrival Card (SGAC) – All travellers must submit their SGAC at https://eservices.ica.gov.sg/sgarrivalcard/ within three days before entering Singapore. To facilitate a smooth check-in and arrival process in Singapore by minimising the manual document checks required, travellers are strongly encouraged to submit their SGAC before departure. This will minimise the manual document checks required. You do not need to reupload your vaccination certificate within the SGAC if you are submitting the SGAC on or after 1 April 2022. You may present your SGAC acknowledgment email with any relevant supporting documentation required, to airlines at check-in before boarding your flight to Singapore.

    g. Additional Requirements for Short-Term Visitors – Travellers must apply for an entry visa (if required), purchase COVID-19 travel insurance, and use the TraceTogether app in Singapore.

  3. For more details on the Vaccinated Travel Framework, please click here. Long-Term Pass holders and short-term visitors who do not fulfil the requirements may be denied entry into Singapore.

  4. If you are entering Singapore before 31 March 2022, 2359 hours (Singapore time), you must continue to fulfil all Vaccinated Travel Lane (Air) conditions to enter Singapore under the Vaccinated Travel Lane.

Masks outdoors optional from 29/3

Optional, but you still get dirty looks if not wearing them. :p

I noticed walking to station in the morning and back in the evening, about 9 in 10 people are still wearing masks (or 1 in 10 not wearing them). Late evening that drops to more like 8 in 10 (1 in 5 not wearing).

Although it actually takes thought and a small amount of effort to not wear them - I came home last night on MRT (masks still required inside, on transport etc) , and it wasn't until I was at my condo gate, about 7-8 minutes after leaving the station that I realised I still was wearing my mask, you simply forget that you have it on.

All I can say is Singaporeans are just too well trained! 🤣🤣

It will now probably take a government mandate to NOT wear mask. The herd mentality is very very strong. No one dares to be different.
 
I must say, the announcement that they are going to make a big announcement in the future has New Zealand vibes.
Well there certainly has not been the follow-up announcement from the one made in late March. Looks like pre arrival testing is here to stay for a while yet.

Yes to both.

New lounge was a zoo in March (9pm to about 11pm local). Hopefully the rest of it opens soon.

I was underwhelmed by the SQ Gold lounge. Are there other Star Alliance lounges in or near Terminal 3?

Well, you’re sort of in luck because the A*G Lounge closed when the referb’d SK J lounge re-opened. But that’s led to overcrowding during peak times.

E-ticket arrives from QF with accompanying information that I need to fill in a govt form for Singapore at least 7 days prior to travel 😲😱

As far as I can tell, that is no longer correct - in which case, thanks for the unnecessary heart attack QF.

If it is correct, don't tell me, I just don't want to know 😜

No you can only do the arrivals card 3 days prior. Vaccination certification form is optional.
 
Upload your vaccination certificate to the arrival form and they access that so we really didn't need the printed copies. We did need them through when leaving for BKK.
PS we only filled out our arrival card 36 hours before leaving. Those that hadn't done it had to go to separate desks and do it before going to Immigration.
 
The 7 day form was when approval was required to enter Singapore under a Vaccinated Travel Lane flight. Those flights have gone now so no longer required. Still need to complete an arrival (health) declaration online within 3 days of arrival. Just needs to be done before checkin - they may ask if you’ve done it.
