Anecdotal evidence has shown that all members see the same business and first class awards (as well as all members of OneWorld FF programs). The different availability seems to only be in economy class, where it seems low-status QF FF members get access to less award seat availability than higher status members or any members of other OneWorld FF programs.
Qantas can do this any time they wish; there was a short period of time a year or three ago where such status based differing availability in business or first class was observed.

Interestingly, the more recent T&Cs of the QFF program indicate such availability may be varied at Qantas' discretion.
