I've had a passport renewed for me in less than 24hrs (ready 9am next day), by going straight to the passport office and explaining the situation

I had a passport issued from the Australian High Commission in London on the same day - passport stolen the day before, and flight leaving in the afternoon. Made it with a mad dash along the Strand and down the Mall in a hire car and out to LHR!
