Prior to time when todays announcement comes into effect, no visitor rule applied for Melbourne/Mitchell shire (except for care or babysittting). 1 visitor rule for Geelong/Colac Otway/Surfcoast/Moorabool/Golden Plains/Queenscliffe. 5 visitor rule for rest of VIctoria.
Well thanks for the clarification, its hard to track all the change.....then that just solidified my point. 0 visitors........so no enforcement perhaps?
 
I really do hope someone gives me a good example that is widespread of why Melbourne needs a night curfew that only removes essential goods shopping, education and outdoor exercise........otherwise we wait for tomorrow’s work types restriction announcement and I will stew on this apparent stupidity today.

sorry Vic Premier I generally give the benefit of the doubt because I support Government action in a pandemic but this one just seems like a policy of pure signalling and not taking any significant Or meaningful action on a disaster/catastrophe.😭👎

I am not in favour of the curfew. In a literal sense it will change very little about my daily life, other than answering to Police should I be questioned as to why I am out of my dwelling at 10pm at night (going to/from essential work). However on principle I don't like the idea of being unable to leave my home between 8pm-5am. My suburb has about 13,000 residents and 12 active cases, at last count. If the government is failing to stop risky activities being undertaken in the community, it is a matter for their enforcement mechanisms, not an infringement upon my liberty to go for a walk (while following other rules).

Perhaps shutting down AirBnB bookings in Melbourne metro would've been one way to mitigate risk within the community.

As much as I believe that reducing public transport simply punishes those who do not have a car, adjusting certain parts of the network at night makes some sense as this can then free up PSO resources to be used for enforcement activities relating to COVID.

There is a huge gulf between 95+% of the population and the rest in a very wide geographically dispursed city of 5M.

If every police office in the nation moved to Melbourne there would still be insufficient resources to monitor the previous rubbery rules and too many Richard Craniums came up with a thousand different excuses as to why the "sensible" rules didn't apply to them and the heath act was not strong enough to give them the powers to do what they needed to do.

Victoria Police has already been criticised many times that they were too tough and issued many more fines than any other state. However a fine of $200 or $1,600 is not a deterant to some who are pretty sure they can invent an excuse for doing their own thing.

Now the rules are much tighter and more importantly enforceable with dozens of excuses removed from the equation.

Way less movement, makes movement more monitorable

And no, the ADF can not provide resources to do policing, the law doesn't allow it.
 
Are they virtue signalling while privately admitting defeat ?
No shame in that ,they have tried.
If the people don't care enough there are limited options

I got the impression that they needed more time to bring in the work restrictions which sound like they are going to be extensive. Curfew coming in today, possibly to give people time to get used to the concept (or maybe even be aware of it) and possibly also to shock people into taking it more seriously. A curfew is really out of most people’s experience. Also makes it much easier for police to handle night time movements. If you can’t demonstrate a very small set of reasons you are in breach.

EDIT Feel very sorry for the many who are doing the right thing, but unfortunately these sorts of things are always driven by the few :(
 
I think there have been some ladies still working at night that have caused problems.
if it’s not a quip, how is it happening when the other party is not going to work? Poor enforcement perhaps.

under the night curfew there is still an exception for work and care.


There have been several reports recently of customers frequenting brothels being fined.

I understand your points in your post, eg around resourcing difficulties, ADF responsibilities etc but I’ll just zero in on one of your points.

The tighter rules you are referring to are:
Less people doing grocery shopping, going to education and less outdoor exercise at night.

That previous allowable night activity must have been causing a lot of confusion (rhetorical).

Several brothels and their workers (and their clients) have received extensive fines. It appears some people feel some close encounters don't fit into the "social distancing" rules.

Anyone else notice how Dan sidestepped the question re bottle shops being an essential service. If I was in Victoria would be making my way to Uncle Dans as we speak.

I've heard in other countries that the reason the bottle shops haven't been closed is because if alcoholics suddenly cease drinking they can have severe medical issues. Perhaps our medical community may care to comment?

A guy from Melbourne(?) crossed into the ACT somehow, and was picked up at 7:30 pm in Fyshwick. I think @Hvr , you know what that means, and he wasn’t out there buying wallpaper. He was fined and escorted away, so to speak.

I think there have been some ladies still working at night that have caused problems.
 
So far universities have been essential but that may change.

That really surprises me. So they kept sort of open? UTAS got closed down, just about lock, stock & barrel, except for library staff, who were frantically getting course work on-line, with half a floor each. About half of the buildings are still completely closed (which i think ridiculous - just cost saving masure by the Uni).

South Africa closed bottle shops - didn’t really work as just more people breaking lockdown to get illegal alcohol - not to mention robberies of bottle shops.

Agreed very restricted trading hours or home delivery might be the options. He talked about minimal staff for some businesses on a number of occasions.

Presumably the drug pushers & clients are also allowed out, for much the same reason.

I think there was more to it than that :). Nsw police notified ACT that he was on the loose so to speak - I suspect he was a known person...

No you are missing the point entirely. If supermarkets are open 24/7. Kmart is open 24/7 etc etc etc. Officeworks open to midnight. How do you police 100's thousands of people with legit excuse (lie) to be out and about (who are actually the the way to a mates booze up or BBQ dinner party etc). People who are on the way home from a mates house 50km from home at 1am saying they are just on the way home from an exercise walk

Fair point, but I would have rather Vic Premier say that than introduce in my view/opinion a ridiculously pointless rule under a State of Disaster.

I’m guessing most of us know people in Melbourne Or are in Melbourne......I’m so sad. 😭
