The police gained the impression that the people were domestic travellers and shouldn't have been in the quarantine bus holding area.
I can't see it being intentional. Surely anyone would realise that once their details had been taken on arrival, there'd be cross checks to the hotel system? Short of going into hiding, what was to be gained?

And furthermore you are advised you need to quarantine on arrival before the flight so by trying to get the hire car they knew they were doing the wrong thing. But hey without anyone willing to legislate criminal charges for these types of things why not give it a go. The pair landed at Melbourne Airport about 1.45pm on Saturday and it was a security guard, not a car hire employee as earlier reported, who first raised the alarm. The guard was stationed outside Terminal 3, redirecting passengers arriving into domestic terminals around construction work to the Skybus, and noticed the pair looked lost.
The Victorian government said the guard approached the two travellers and asked them if they needed help and they told the guard they had just arrived from Germany.
