I think more correctly that they have been tested after leaving and have shown then to be positive. Some people can stay infected for lengthy periods and still test positive. Jury is still out on whether people after 14 days still have enough viral load to infect anyone.

So today's SA case will be interesting to see if she has infected anyone as SA Authorities state:
Dr Spurrier said the woman in question has had a "significant number of contacts" since arriving in South Australia.

as this will now be a documented case of follow up and tresting of all contacts.

It is not yet known if she completed 14 days in Victoria in a hotel quarantine and whether she was tested in Victoria.

So assuming she did complete a 14 day hotel quarantine it will provide a useful case study.
Shows another failure of the quarantine system. She should have been tested in quarantine before she got on a plane to infect others and because she was in SA on compassionate reasons she wasn't in quarantine in SA either. Failure in so many areas.

This is what makes the 14 day quarantine they're planning to bring in here (UK) silly, given it has 40 or so exceptions. If you have that many, why even bother? So many opportunities for people to just bypass and still infect.

And weirdly the virus doesn't know that people with exemptions are not to be infected.

So the ABC is carrying the story. She was given an exemption after 7 days in Melbourne, wasn't tested before she left, flew on the plane, tested at Adelaide Airport. Positive. It should not be recorded as a positive here. And should have been tested first. Sheesh.

South Australia has recorded its first COVID-19 case in 19 days — an overseas traveller who was given an exemption from quarantine.

SA Health says the woman aged in her 50s had travelled from overseas to Victoria where she had been quarantined in a hotel for less than a week, before travelling to South Australia.

She was given an exemption to fly to South Australia for "compelling family reasons" and was tested on arrival at Adelaide Airport.

Chief Public Health Officer Nicola Spurrier said the woman is now isolated and there is "no further risk" to anybody in South Australia.

Dr Spurrier said the woman had a "significant number" of contacts in South Australia, who would be followed up on.

However, all of those people were associated with her flight and her time at Adelaide Airport, and the woman had not been "freely moving around" the state.

"I know this might come as a surprise to many people because we have had so many days now with no cases, but it is a very timely reminder," Dr Spurrier said.
 
More problems with ships. This time a live sheep transport docked in Fremantle after arriving on 21/3. I am not sure if authorities were aware of any problem before arrival. If you look at the photo in the ABC report you will see that the ship is flying the yellow "Quarantine" flag. Interestingly, the Fremantle Port Authority's website does not show where this ship is berthed.


Edit: I just found a more comprehensive report which indicates that while the crew were restricted on board some local workers may have been in contact with them.

More problems with ships. This time a live sheep transport docked in Fremantle after arriving on 21/3. I am not sure if authorities were aware of any problem before arrival. Six of the crew have tested positive for Covid-19 and have been taken to quarantine in a hotel and the rest will be kept on board. If you look at the photo in the ABC report you will see that the ship is flying the yellow "Quarantine" flag. Interestingly, the Fremantle Port Authority's website does not show where this ship is berthed.


Given the ready availability of test kits etc, and the relatively small number of people, why didn't they just test the entire up front as soon as they suspected they had a problem. Why test 7 and then lock the rest up on board for any infection to fester and just make things worse? I just don't comprehend 🤔

You are assuming that she is actually still infectious. She may not be.
This will be an interesting case study of someone who has presumably completed 14 day quarantine as all her close contacts will be tested and monitored.

Returning a positive test, does not in itself mean that a person is still infectious.

While the assumption from some seems to be is that she is a Typhoid Mary, she could also be an indication that in terms of controlling infection that 14 days is an appropriate quarantine period duration.

The upcoming test results will be interesting either way.

It was just mentioned on Channel 10 news that the woman in her fifties arrived from overseas and was in isolation in Melbourne but she was released early from that on compassionate grounds to fly to Adelaide to complete her isolation here. She arrived in Adelaide on Sunday and was immediately tested at the airport and result came back last night.

She is not an Australian resident or citizen. She doesn't live in Australia. And do you reckon Steve Marshall's Facebook has exploded.

Bit sad that we have gone from taking a deep sigh of relief 200,000 didn't die because of actions taken and now some people will start a hate campaign and blow-up the media because one person has tested positive and there is no proof anyone has been infected or harmed in any way.

The end game was to not over run the hospitals, not vilify every innocent person who managed to get infected beyond their control.

If there is an exemption list and she qualified for one of the published categories, no-one skirted around the rules.

Exemptions are being granted by the dozens every day into WA for example
 
A statement from the WA Premier and sounds like another ABF stuff up


We had hoped today we would be able to announce another day of zero COVID-19 cases, after the four we recorded yesterday.
Unfortunately, instead I have some serious news to outline. So please bear with me.
There is currently a situation evolving as we speak at Fremantle Port regarding a live export ship – the Al Kuwait - that docked at Fremantle Port last Friday, the 22nd of May.
The Al Kuwait departed United Arab Emirates on the 7th of May, with a total of 48 crew on board.
This morning, seven crew members were tested for COVID-19.
Six have tested positive – all males – and are now being moved off the ship to a Perth hotel for quarantine.
This is a fast evolving situation today, involving WA Health, WA Police, Department of Primary Industries and Regional Development and Fremantle Port as well as Border Force and Australian Maritime Safety Authority. For the time being, the remaining 42 crew members, who I am advised are currently ‘well’, will remain on board the ship and will be monitored and undergo health assessments as required. But I suspect it is more than likely that more crew members may also become infected.
This is an extremely concerning situation that we find ourselves in.But because of the work of all Western Australians, we are in the best possible position to deal with this type of situation. We flattened the curve of COVID-19, we significantly reduced any community spread of the virus and our hospital system is well prepared. A WA Health team is on board the ship to further assess the crew and provide advice around health and infection control going forward.
I know many of you will have questions – just like I had when this first came to my attention today. Straight away I had thoughts of the cruise ship saga, and I thought these kind of situations were behind us. It goes to show that strong border controls are important as we continue to handle this worldwide health crisis. Now, I will just explain how we got to this point, based on a briefing I have received.
I’m advised the ship was granted permission to enter the Port of Fremantle by the Federal Government – through the Commonwealth Department of Agriculture on the 20th of May. At that time, the pre-arrival report that was lodged by the ship reported three crew members with elevated temperatures. On the 22nd of May, the ship provided an updated report to the Australian Border Force which included one crew member with a high temperature, plus three showing similar symptoms in last the 15 days.
This was when final clearance was provided by the Commonwealth for the ship to berth. At this point, the Fremantle Port Authority was not made aware of the health concerns.
A Fremantle Port worker, wearing PPE – went on board on the 22nd to help steer the ship into a berth at the Port – as per usual process. This person and any relevant close contacts are now in isolation. it wasn’t until Sunday evening, that the Fremantle Port Authority learnt of some health issues on the ship. This came by word of mouth from another worker at the port - and the information was then reported through the usual channels. And now we find ourselves in this situation, which we are working as quickly as possible to get to the bottom of.
Clearly, this is not good. We want to get to a resolution as soon as possible, so the ship is in a position to leave our port. The Police Commissioner has reached out the Australian Border Forcer Commissioner and the Federal Department of Agriculture to try and get an understanding as to why the ship was allowed to berth at our port. it was intended that live sheep be loaded onto the ship in coming days, before departing before the Federal Government’s 1 June mandatory three-month live export pause comes into effect.
The ship was due to export 56,000 sheep to Kuwait and the UAE. All of these sheep are currently being held in a feedlot in Baldivis and will not be able to return to farm due to biosecurity regulations.
This is a live situation that we are working on with the Federal Government and the exporter. I want to stress that we are well prepared for this situation, and have strong processes in place to manage all crew members.
We will continue to do everything we can to protect Western Australians, and prevent the spread of COVID-19 in our State.

But surely regardless of exemption or not every single person arriving in the country is tested first?
If you test positive your exemption is torn up I would have thought

On that I totally agree. However, Flashback has nailed it.

People have been locked out of visiting distressed older members of their family; have not been able to visit family in hospital, have had to miss visiting their newborn sibling/grandchild in hospital, sick kids have not been allowed to have more than 1 parent with them at a time, and have not been able to attend Family members funerals, or weddings. Could not be with their loved ones when they died in hospital. We obeyed the rules.

This person was an overseas person, who was allowed into Australia, skip 1 week of quarantine, fly on a public plane, with symptoms, then immediately test positive. What in any of that, makes for a good read?
 
But surely regardless of exemption or not every single person arriving in the country is tested first?

Ah, presumptions that the complete process end to end is coherent; that will trip you up every time.

Not sure about now, but we were not even temperature testing at airports for weeks on end let alone testing.

I don’t think anyone is suggesting that and I’d seriously doubt that it alters any time frame for the border opening.
Obviously a breakdown in communication somewhere though that needs to be addressed to stop it happening again.
