The complacency/apathy in the WA bubble seems to be the major factor in that. Life is just too much like the pre-Covid normal.
I read some stories of US doctors who where going to refuse patients who where not vaccinated.I do think/hope that when an opening date is announced, it will push people over the line. I think it's apathy and a lack of urgency that's holding back the few, now that there is a "choice" of vaccine for most.
I do wonder if King Mark needs to come out and threaten lockdowns and masks, if we don't get to X% by the time the border opens. The court cases may force that hand.
Of course there's some who no matter what you say, won't be pushed. We had an interesting discussion at a family event yesterday as to whether people refusing the vaccine should be refused treatment if they end up hospitalised (if/when hospitals get overwhelmed). The health report discussed the lack of prioritisation processes earlier in the week, if that interests you. But back to the topic I wonder if that might push some to get vaccinated.

At least one jab now required to enter either state and 7 day mandatory testing has returned for cross border communities
Seems very strange, but it's hard to judge without knowing the full story. I can't help but feel these situations are a bit sad. I don't suppose she wanted to get sick but now also has to carry the burden of being responsible for the reduction of the border bubble. It would be more tactful to announce a border reduction based on "encountered problems" rather than being specific.

A lot of people not familiar with the area get confused as the Council of Mt Gambier merged with the Council of Pt McDonnell to form Grant and the council offices are in Mt Gambier. Mt Gambier then become the City of Mt Gambier LGA

It's also the same for a Ken Behren trying to get home to the ACT from Sydney, which is equally ridiculous. And despite us having vax rates on a par with NSW, our dear leader has not specified a date when we will be able to travel beyond the bounds of ourI'm a Tasmanian resident, but that's how I take it. We have no international airport, so I fly to Sydney, head off and travel the globe but when I fly back to Sydney, I can't go home. Not "go home and quarantine", simply can't go home.
Currently, that's exactly how it is for a Tasmanian in NSW trying to get home. Best chance is a compassionate exemption but it still involves fourteen days hotel quarantine and they'll let you know when there's a vacancy in a hotel. Anyone else, forget it. These issues need to be sorted out as a matter of priority, way ahead of announcing "we're opening international borders".

Current predictions are that we'll have reached xx% vaccination by then but we're going to push to do better than that. Unless something serious changes, the State of Emergency is ceasing and it's business as usual".At the press conference to announce the new case in Tasmania, Mr Gutwein still proclaimed that their aim is 90% of eligible 16+ needed to be vaccinated and 12-15 age group to have 1 shot by December 1st to open border but hopes it will be before Christmas.

This announcement followed up by a heavy marketing campaign allong the lines of "don't be left behind", "don't spend Christmas in hospital" etc. I'm sure there'd be no problems finding a marketing company capable of running a fear campaign...!
