Confused by Velocity Rewards Seat Points table

Well I thought the table was straight forward enough... but I am looking at PER-HBA return via MEL and am getting confused.
This flight is approx 2100 miles so should come back 16,900 points in Y.
But when I look on the booking engine I get:

So where does 17,300 come from (should this be 16,900)?
I realise there is a 15% bonus on miles redemptions at the moment - so is the 14,300 the base fare (with $23.77 in taxes?)?
(This only comes to 16,823 without the discount so again not exactly 16,900).
Which way around is it?

Also based on the above figures am I correct in saying that booking a reward PER-HBA (16,900) is cheaper than PER-MEL + MEL-HBA as this would mean two redemptions (16,900 + 6,900).

The base points fare for PER/MEL is obviously 14300 in economy.

Taxes/Levies/Charges are $17.30 more to go via SYD than via MEL.

So if wanting xSYD rather than xMEL, you need pay either the additional $17.30 or 2100 points or somewhere in between (using the slider) - take your pick.

(Personally, I'd pay the $$ in most cases.)
