Except that 2 out of 2 times this has not happened for me trying to book a J award that as a bronze QF I could see on the QF website but as an AA EXP I could not access.If there is X availability, then there is availability to all
The exceptions are those seats which the carrier may restrict to their own high tier members. QF has a separate extra set for Gold/Platinum... AA has expanded inventory for Executive Platinums, BA allows Gold members to book awards in V class if X is full
A bronze QF member has exactly the same availability as an AA member ( excepting that QF allows members to book at 355 days rather than the 330 for AA )

The interesting thing is those BNE awards have gone now but a J award SYD-LAX has opened up on the 6th.
