They cannot - the only way would be for AMEX to provide the info to CR which would be a massive breach of privacy surely resulting in compensation far exceeding the value of the wine you may order

My guess is that the supplier funds the Amex cash back either in part or in full. So maybe they get some data on the transaction, and maybe can then block the Cashrewards cash back.
But just guessing…

Cashrewards may be rejected, there's no certainty yet based on the T&Cs mentioning Amex cashback. I wouldn't make a purchasing decision expecting Cashrewards cashback if using Amex. Lots of chatter over on OzB with no confirmation either way from the Cashrewards rep.
