My (very pedantic) English Dad used to say "Can I? You mean MAY I - Rohan Kanhi was a West Indian cricketer". However - wouldn't it be correct to say 'Could I have....'?
I'm pretty sure the answer depend on exactly what question you are trying to ask, and most of the problem stems from trying to add politeness by asking it in the form of a question rather than a more direct statement
I think if you're being a grammar naz_ about it, you should probably make your statements in the form of a statement, and not in the form of a question
I can't believe how often I read somewhere in the press that a person wasn't 'phased' by the circumstances. Sounds like they just avoided being shot by Mr Spock.
Perhaps "on dashcam" is a propriety device
