How does the reassessment period work?

I fell just short of retaining silver in my qualifying year: March 2011 - March 2012. But then QF comped me silver. I would think that this would mean silver from March 2012 until March 2013.

But since then (ie the March 2012 - March 2013 year) I've earned 290 SC. My summary say that I'm silver until March 2013. But that doesn't seem right? If I'd flown nowhere and earn't nothing I'd be still be silver till March 2013. So shouldn't I be silver until be March 2014? I mean, I've achieved the SCs I need to keep silver for the next year. I don't need to earn it for the current year - they comped me that??

Your next status reassessment will be in March 2013. You have currently earn't enough to keep your Silver through March 2014 but you still have the opportunity to continue building through Gold and Platinum. What ever level you attain by end March 2013 is what you will keep through March 2014.

The reassessment doesn't occur until close to the expiration date, and it may well keep saying March 2013 until the reassessment occurs.

This is exactly correct.

When they comp you a status, it is not for the year, the idea of it is so that it can give you up to another year to make up that required status (For example if a woman is on maternity leave or something similar).

It is where you are not entitled to Silver for the year after, only for that year. The fact that you've made up the points is why Qantas does it. If you didn't get comped, you would've had to drop down to bronze and come back to silver. This way you stayed silver.

So, if I'd gone back to bronze, I'd be silver till March 2013 because of the SCs earnt this "year"? What if I'd got the 250th SC in Feb 2013? Then I'd only have silver for a month? That doesn't sound right.

Does it not say that your status will be reassessed in March 2013? At the point of reassessment that date will move out to 2014 (and a new card will be sent)
