Although there is stubborn resistance, so I doubt Hertz will have it all their own way, and ACCC may have something to say.

If, by ACCC, you mean the Australian Competition and Consumer Commission and are thereby inferring that the Australian Operations of Hertz and Thrifty will have any bearing on Hertz USA buying Thrifty, I think you are mistaken.
For a start, Thrifty Australia is a franchise owned entirely by the NRMA, who purchased Thrifty Australia a few years ago. Assuming the franchise arrangement still has time to run, Thrifty Australia will still be reasonably separate.
Hertz Australia is a wholly owned subsidiary of Hertz USA (except for the few franchised locations).
In any event, the Australian operations of Hertz and Thrifty are only a small part of the global operations and I doubt the US equivalent of the ACCC would take Australia into consideration!
In my observation, Hertz do not have most of the car rental market in Australia - yes, they likely have the most market share (30% would be my guess), but I would think Avis/Budget aren't far behind (25% would be my guess), with Thrifty (say 15%) and Europcar (also say 15%) by no means small.
All in all, I think this will have very little effect on the car rental market in Australia. The US is a whole different story ....
