Telco's do 'subsidise' phones when you sign up to a contract, however (at least Telstra) charge to unlock phones. About $70 I think.
Sent from my iPhone using Aust Freq Fly app
Telstra use to charge but don't charge for unlocking I phones now.
All i can say is if your buying the I phone from overseas you might have problems with getting internet or e mails working due to it being programmed for the other network.
Not impossible just a bit more work you have to do.

Dial 1300 IPHONE
"Hi, please unlock my service. kthxbye"
That's all you need to do if you're a Telstra customer. It's dead simple. The hardest part is converting IPHONE to 474 663
As for the 'syncing' issue, that's an issue of the past in a few days (OTA syncing to iCloud works just great on my iPhone; you just need to make sure you're on a wifi network).
And to change your APN, www.unlockit.co.nz, no need to do anything manual if you're a luddite.
After you quote them the IMEI, you need to wait at least four hours and then back up and restore the phone with itunes so it is fully unlocked.
Getting to the IMEI is diffucult for the average person.
Dial *#06# send
What is hard about that?
People are retarded?
'Certainly sir I need to get your IMEI which is a long number on your phone. please dial *#06#'
This is why customer service exists.
And it's more like 14 days, depending on the queue at Apple. Carriers simply submit a request to Apple to have the IMEI flagged as carrier unlocked.
And, as mentioned, iCloud negates the need to have a computer to sync to. It'll all be OTA (and I dare say the unlock process will change to be a very quick OTA update rather than a full restore, especially as iOS 5 updates are all delta for OTA.

I guess I fit into the retarded category as I have very little idea what you are talking about :!:People are retarded?

I'm going to have a straitman moment- what's 'OTA'?
Is iCloud up and running already? I didn't think iTunes 10.5 had been released yet. I can't wait.
Advise needed, will be in Honolulu early Nov., i bought my iPhone 4 (not s) from Apple direct, currently on Telstra plan, might need it to make some local calls while there what is best way to do this?.
Also is it worthwhile buying unlocked 4s model while there?
I would recommend against getting an iPhone in the UK. It's more expensive than buying them from the Apple stores here (UK is known for being one of their most expensive markets). They're £499 for the entry level one, which is $777.
