Not neccessarily. You may be gold but nearly all your stays at the one hotel. depending on the GM you may still get lounge access as gold. It has happened to me but in the Sheraton days.
And I do get it sometimes in the IC I regularly stay at even though that is against IHG rules.

Sure, a hotel might invite you to use a lounge in that circumstance. But your gold status is irrelevant, it's the relationship with the hotel. They could also invite you once, but not on following stays. There's no obligation for them to provide it until you are Plat or higher.
