MAS Business points given as Flexible Economy

Strange factor is Status credit from Syd to KL is 30 with 4000 points but KL to Colombo was 40 status with 2000 points.
Yes because looking at the earn category tables for MH, routes where QF think they compete on, points earn is significant crippled (or perhaps simpler and fairer). That's anything between Australia and Malaysia, Middle East or Europe.

It's been like this since MH joined Oneworld, so it seems to be allowed.

Any earn between Australia and Asia flying other oneworld partners on their codes seems to be halved or even less than that. Happens when you fly on CX, MH, BA or JL out of Australia on their codes.

Intra Asia still seems to be worth it though, goes back to the full SC rate.

is this allowed under One world rules?

Basically yes.

the major alliances (OW, Star, Skyteam) do not define to this level regarding earn rates for FF members. These are usually carrier to carrier agreements - even within alliances. There are examples all over of non "standard" earnings between members of the same alliance. Even an alliance like Star, which initially did a LOT of work to standardise as many things as possible going back to the first years of formations, there are differences - for example earnings in some classes can be different between different carriers, when you'd expect them to roughly be the same). This is also how an airline can limit, or even not offer, some mileage ward seats to various carriers (so for example, SQ don't offer J on some products and F on 77W/380 to UA - or at least they stopped doing it years ago and iirc it's not been changed since however such award seats are available to Velocity and some other Star member FFP's). Other examples that alliance rules don't cover are what ,lunges one can access within partnerships - for example, OWE's can't access the QR F lounge in DOH - despite the OW status perk for emeralds regarding F lounge access).

IIRC the major alliances define minimum standards but allow for differences in produce and service offering between carriers within the alliances
