Not sure what you mean by membership? Can you use one membership between two (married) people or does it require a separate membership each?
We have NAB home and investment loans so we pay the ONE small NAB Choice fee (similar to the other package type fees charged by the other big 4 banks), and we EACH get - because the loans are in both our names, access to a NAB fee free credit card (among of course cheaper interest rates and other things). I confirmed this with them when they set up our loans. Each of us is entitled to one free NAB credit card at a time. Of course we can hold multiple NAB credit cards - and just elect the most expensive one to be fee free. Anyway, because of this, and because NAB do no have an exclusion period of applying for cards, (e.g. like ANZ, AMEX etc), we each apply for cards when they have a decent offer. For example, my wife got the 75k bonus velocity points from last month, and I'll be getting this Qantas one very soon. As soon as the next new offer comes out, my wife will cancel her card, wait a month just to be sure, and apply for the new one. NAB are also good in that they clearly show when their offers expire (unlike say ANZ) so you can plan accordingly.
