Perhaps VA thinks that people with the branded Velocity cards are already in the VA camp and don't need any more encouragement to book VA, so it was targeted to exclude these. Of course, Qantas would also likely ban AMEX Offers from key rivals from being offered on their own cobrand cards, which leaves the MR cards, it seems.
