If VA HKG service is struggling to give away seats as you say, how come there is never any award availability?
The load factors on these routes are published by BITRE for each month (most recent March 2019) and VA is reporting 64.7 inbound and 66.1 outbound while QF is 83.7 in and 82.3 out and CX is 76.1 in and 78.9 out.
However, VA's freight utilisation is 33kg per inbound seat and 36.2 per outbound seat, compared to QF at just 24.9 in and 33.5 out and CX at 27.8 in and 38.4 out.
Freight is often very lucrative and airlines can frequently make very good money off routes with low passenger load factors if they can get high freight load factors.

To bring it back to the topic at hand, a lot of these regional communities also rely on these air services to bring in time critical cargo, like mail and courier services. If air routes are cut back that's another thing that could be impacted making doing business for them much harder.
 
Maybe we need a TSA equivalent with one set charge for all domestic terminals - that way the high volume airports can subsidise the regional ones.

I’m not sure that I’d want to emulate the TSA in any way at all. Not that many of the other security organisations that I’ve seen have been all that much chop either.

TSA are 1 huge joke. Time & time again tests have shown that you can get a gun past them easily.
