I assume that these tags can be recoded with a new owners QFF details, otherwise I'm not sure what the benefit would be of buying them on ebay? Does QF recode them?

The tags are not coded to a specific owner. Anyone can use them.

When used they are coded with the baggage, routing and Passenger details for that journey.

When next used they are recoded with the new journey's baggage, routing and passenger details - it does not have to be the same passenger.
 
I don't think they are coded with QFF details at all. They are coded with the baggage details only each time you use it.
 
Well, there you go. Never even considered that the tags had the info coded into them for the flights.
My assumption was that they were 'dumb' tags which merely responded with a string of 1's and 0's which was probably a users QFF number - then the 'central computer system' or such worked out the current booking and applied that to where the bag need to go...
