Implementing a carry-on luggage fee may be the answer. It may get pax to check in luggage rather than towing luggage into cabin. Means, hopefully, more space in lockers, faster boarding and on-time departure. And extra rev for carrier.
A couple of airlines in the USA did this, with the naturally accompanying panning for the decision to do so.

Not really - then it's a battle of both psychology and endurance.
Effective meetings are only achieved by locking people in a windowless pill box until they deliver 3 veritable outcomes or actions.
