The advantage of the head is that everyone has one so everyone would have their chip in the same place. If you let people choose where to have their chip there’sa risk that people might get multiple chips.

Which would likely be needed for those holding multiple citizenships anyway.

A hand (with an agree secondary location for those who don't have hands) would see more opt in thank implanting in a skull, which may have risk of moving and affecting brain function or vision. I guess an earlobe would be harmless enough.

I doubt they'll waive requirement to wave the chip over a reader. A chip reader in the full body security scanner will mitigate the placement issues.
 
When you go to the post office to renew your passport, they cut off half the front cover and the machine readable code on the photo page.
Yes usually they do, but not when we did ours at local PO in April @Mr H.

New staffer was a bit rattled as she had to take our photos a few times ( must say though turned out she made us look pretty good for our age 😉)
