Have you logged into "MY NRMA"? Last time I paid via that route, Amex was one of the options (can't remember the surcharge %).
My NRMA is the only way PayPal option used to come up. Was without surcharge

That’s a shame if the Amex via PayPal option has now been removed was a nice workaround to get more bills paid by Amex even for ani-Amex merchants :(

Hmm. I'll take it up with NRMA. My business stuff is also with them and they take Amex directly without surcharge

Yeah, I have always paid with my nrma via paypal including back in december last year. But I just tried yesterday and no credit card options came up at all, just my bank accounts linked to paypal. Not even my visa or mastercard options were available through paypal for nrma.. I was shocked. I thought maybe i was doing something wrong, tried like 5 times. Then I tried adding a new card to pay during the process of payment via paypal with nrma and still the card was able to be added but not available to pay through, it wouldnt even show. Its like they have disabled all credit cards from being visible during the paypal payment process.

Amex in PayPal showing up for me without issues in NRMA after logging in

Is this for Mynrma (paying for the car roadside assistance) or Nrma insurance online (paying for insurance policies?), I noticed they were different websites. I am logging onto nrma insurance online to pay for my home and car insurance policies. I had to pay another one today and same issue, no amex or any credit cards available to use as payment on paypal, only bank accounts.

Insurance, CTP and comprehensive

I had to tell the guy to go check with his superiors and he still came back unsure but said something about their system can detect what method is being used even with paypal and Amex is not able to. But still has no clue what i am talking about as i told him i can not select a single credit card, only bank accounts. I just tried paying a water bill and voila all the credit cards are available. It seems to definitely be a NRMA thing.

Did he take Amex over the phone?

NRMA Insurance and NRMA Roadside assist are entirely different companies since about 2000, although roadside assist do also offer insurance now just to add a bit of spice to the relationship.

No he told me Amex isnt supported. So i figured i might as well pay via the online credit card direct payment system and use my mastercard :(

OH really? I had no idea, maybe that explains the difference in payment methods now. But when i click on insurance through NRMA Roadside, it takes me back to standard NRMA insurance online website?

When i log into my nrma Roadside assistance account, i only see roadside assistance as the option and if i want to get a quote for insurance etc it takes me back to the other NRMA insurance page.

Funny thing is, Facebook NRMA support is telling me something different, they are saying they provide PAypal but dont have any control over what methods are available to pay from and that they checked with the payments team. Again that doesnt sound accurate either as i know companies do have control over what methods are used via paypal as i have seen companies restrict it before. Plus I again tried Sydney water and its all there, its only on NRMA where it isnt there. I just dont get whats going on.

You’ve hit the nail on the head. PayPal is no longer a ‘back door’ way to use Amex with NRMA. They just don’t want to say it but your experience tells you otherwise. I suspect that Amex started to cost them ‘too much’ so they harmonized it with direct payments.

The staff who told you otherwise likely don’t know what they’re talking about and just relaying what they’ve been told.

But does PayPal actually allow them to restrict payment methods? I didn't think it did. If so: How would that benefit PayPal? If not: Why bother paying whatever PayPal costs only to remove the compelling reason to have it?

I know in the past paypal does allow the companies to restrict payment methods, and I just got told that again as i called Paypal support. Paypal level 1 support on the phone reckon there is not restrictions or limitations being applied on my account and it must be an issue with the seller but I am still going to dig into Paypal more as NRMA insists they are not restricting any of the payment methods. So maybe its some imbedded issues with my paypal account that only started recently. As I was able to pay my parents home insurance with nrma via paypal and Amex only back in late jan. So if NRMA insist they havent changed anything its some odd issue with my account but yet sydney water is showing all methods. I reckon though paypal must have different options and perhaps some option that nrma use for paypal payments is not working with my account right now.
