Physical cards have been as common as a Dodo of late. So only expect the virtual card in app.

How to request a replacement card

You can request a replacement card by logging in to your Frequent Flyer account on qantas.com. Go to My profile and then go to 'request a membership card'. Remember to check your address is correct on your profile first.

I got the pop up the other day to "choose my gift" for re qualifying. It said nothing about getting a Green Tier leaf for declining a bag tag. Just told me that it'd be the more "sustainable choice".

Apart from the false advertising is it ok to use a higher status tag?
I recently went down to Silver from Gold, used my Gold tag last week, bags arrived OK, though one come out with a plastic bag label indicating it went via Darwin??? I did not go via Darwin...

Q2 - my physical Gold card has the Qantas Money on the back, I have a hundred bucks or so on there for emergencies...this has NOT expired yet...but will in another two months. I assume I can still use this card? Will I get a new Silver card when it expires or what? Or is the Qantas money on the app now as well?

There's nothing that says you can't, and I don't think anyone would really care. I still use my Virgin Plat bag tag, simply because it is metal and very rugged. The only important thing is your boarding pass.

It took a few months after I dropped from WP to LTG on Qantas to get my new Membership Card. I had 1 euro on my old travel card, but I can see that in my Qantas Money account, so it may not be connected to that physical card, but rather your account. I can't see anything to do with Qantas Money in my Qantas App, but it does show up in my Qantas Money App.
