Hmm no, the "personal" item was always meant to go under the seat, if it was your additional item. I think each passenger should only have one item in the overhead bin, and this should not include jackets, hats and shopping bags.i just put both bags up I thought that was normal ? Or sometimes check in my carry on bag with my other suitcases .

It's quite a low hanging fruit item for extracting more money from passengers. Honestly surprised that QF haven't done this also - especially when they already include baggage with their tickets.Ironically Jetstar actually police this quite well

As for a large handful of people who worry about the airline losing their bag altogether, this is surely such a rare occurrence it needs no consideration

I read some stat that worldwide, 7% of mishandled bags are never recovered.
Most of us don’t like checking bags because it adds 30-40mins at the other end while Qantas’s outsourced baggage handlers plod along and handle the bags of other airlines first.
Until you are one of the unfortunate one that has their bag not carried on a Qantas domestic flight on a business trip, for unknown reasons, and not returned for 3 days. The bin above my seat was already full when I got there (with no one else in the other seat under it yet). Someone had dumped their bags in the first bin they saw even though it wasn't near their own seat. Had to find other bins to put my bags in.
I guess you fly Jetstar, Ryanair and easyJet a lot, then. Thet'd be right down you're alley it would seem.It should honestly be 1 item only, I'd even support removing all carry-on that won't fit under your seat.

As pointed out, check in is redundant seeing as it’s all automated now.Why can't they just check your carryon at time of check-in. It doesn't even need to be exact (so it won't take long) - I'm sure the staff would get a good idea if the passengers carryon looks roughly right. The main idea would be to pickup the culprits that have excessive carryon. It always annoys me when they check at the gate which takes a long time & passengers generally can't do much about it at that point so they have to take it away, etc.
I'm sure have seen some airlines check at time of check-in & they put a tag of some sort on it. If its too big they check it in & if that puts you over weight you pay for it.
