As BKK is a QP you will have access, as all QPs are open to JQ customers as per the QP website and it's not a partner, associated or one world lounge AFAIK, see under Jetstar access for QP, it was recently changed to include 3K.

I guess in the end, it doesn't mean very much, as there is only a QP in SIN, HKG, BKK, and also NRT (which 3K does not service), except for a few people who are based in those locations and flying to south-east Asia.

I have to admit though, as a QP member, the 6x CX flights I took in the past few months SIN-HKG would probably have been done on 3K if they changed the rule earlier. (I tend to nap or listen to my own music on flights, so entertainment for me is pointless).
