This change has been applied retroactively - past tickets issued before 08/02 are also eligible for the unlimited changes without change penalty.

I can confirm it is a broad change fee waiver. So you can re-route, change dates, etc. You can even exchange it for international (but you lose the GST already paid).
I have a ticket with city pair that I want to change (both destination and date). Is it still true that you can do that change fee free? Do I get a voucher or do I have to reticket straight away?
 
Also J sale included.

Just booked MEL-OOL-MEL in J for $399 o/w. Not only is there the flexibility highlighted above, T&Cs when booking state the fare is fully refundable:

Hi, I booked business seats on this Million Seat Sale and will now have to cancel - I can't find anywhere in my ticket or Manage My Booking to confirm they are fully refundable (as opposed to credit voucher). Where did you find this? I am waiting for them to call me back (2 hrs and waiting) and would like to be armed with something to say it is not excluded from the usual business class seats refund rule

As I stated KLMCM - I verified this (and took a screenshot) during the booking process.

When you're shown the fare options, at the bottom of the option box there's an option to view"Full Fare Conditions":

Clicking on here provides you with the details of any charges, in my case - and in this example - the fare is fully refundable:

Thanks for that. After all my worry (and 4 hrs waiting for a call back) there was no problem securing a refund, now just have to wait 8 weeks!
