Qantas PE downgrade to E - no refund offered

Someone traveling with me for work was informed by Qantas that their PE seat was oversold and they are given two choices: take a flight that is 22 hours later in PE or take the last seat in Y of the original flight. That person choose the Y seat of the original flight instead.

The original PE ticket was a flexible fare, however when trying to asking Qantas for a refund Qantas said that no amount is refundable since he was given a PE option and instead took the Y option.

Is this correct? Can Qantas refuse to provide a partial refund because they offered an alternative flight and the person refused and instead chose to fly Y.
 
What is the route?
Some countries have consumer protection laws that may give a fixed reimbursement.

It is syd to sin return, the original ticket was full price PE at 4k return, i.e. each leg was 2k each at flexible rate.

It is the sin syd leg that he got bumped.
 
Full price PE fare was 2k each way and full price Y was 1k each way, so even comparing flexible Pet there should be a 1k refund?

Yes wasn't a sale ticket, it was a last minute full price ticket on an almost sold out PE cabin.
 
I thought there was something posted in addition to this… one where it had specific amounts, plus any additional fare differences?

I believe that was pre-COVID - the AFF article indicates any such have been removed from public view.
