Am not sure about the fees charged by airline ombudsman but I know the telecommunications ombudsman charges a telco a few thousand every time they investigate a complaint. Which is why if threatened with ombudsman any telco worker will fix problem in anyway they can. Better than paying out thousands and still having to fix the problem. I can only assume similar fees exist in this case. So if the threat does not motivate a fix then they haven't been fined often enough for the realisation to sink in. Moral threaten, act on threat if not fixed, civic duty served eventually they will learn.
